Job Summary

The Sr Lead Federal Project Manager (PM) is a key position in the CenturyLink Federal Program Management Organization. The Project Manager will be responsible for upfront engagement, collaborating directly with Federal Civilian Sales to develop and respond to all proposal requirements and implementation of services awarded to CenturyLink by a variety of Government Agencies. The Project Manager will be responsible for developing custom content directly addressing all project/implementation and transition requirements. Post-award, with expert knowledge of the proposal response and implementation strategy, the Project Manager will be responsible for managing a customer implementation from start-to-finish. They will have overall project management lifecycle responsibility for the project, as well as, responsibility for aligning the customer’s business strategy with the CenturyLink solution. Utilizing a strong matrixed management approach, the Project Manager will be solely responsible for coordinating integration workstreams aligned with the overall goals and schedule of the implementation. The PM will provide project and portfolio level leadership to other Implementation team members.

Job Description

  • Lifecycle Management of EIS Government Programs

  • Financial Management of EIS Government Programs

  • Responsible for planning and managing resources to execute projects or project components from inception (proposal development) through implementation. May work directly with clients, project and business leaders to identify requirements.

  • Establishes the appropriate project/team structure, reporting and metrics to measure and monitor performance against plan. Provides ad hoc support to teams or management by collecting, analyzing data and reporting results and develops actionable

  • Define concepts, scope, and manage timelines to execute government projects

  • Work with the Implementation team to ensure project is tracking on schedule and within budget.

  • Build and maintain strong, consultative, and productive relationships between matrixed organizations

  • Coordinate and prioritizes resources across projects, manage links between the projects and the overall costs and risks of the program

  • Own client communication and satisfaction

  • Hold client meetings to discuss project actions, enhancements, and issues

  • Interact with multiple departments to gather business requirements, track open items, and ensure timely delivery to the client

  • Manage and implement complex Data installation, transitions, and all services required by EIS contract award.

  • Successfully manage, communicate and report out progress to all project stakeholders

  • Support proposal, project scheduling (MS Project), the coordination of operational support systems, ordering, inventory management, transition/ implementation performance reporting,

  • budgeting/forecasting, training, and customer care.

  • Develop and maintain management plans that require, communication plans, resource plans, quality assurance plans, risk management plans and any others identified as part of the EIS contract's deliverables.

  • Assist at the ground level with the transition, integration of services and billing to CenturyLink’s portfolio of data, hosting, cloud and managed services

  • Direct liaison between the customer and CenturyLink Strategic Government Services Program Office, Pre-sales, Business Development, Planning and Execution, Project Management, Customer Relations, Billing and EIS Contractual issues as part of Program Management to fulfill all EIS contractual obligations

  • Ensure the timely and accurate delivery of EIS contract transition deliverables

  • Initiate change management reviews and EIS contract modifications

  • Identify and communicate customer requirements to Product and IT development teams

  • Conduct Program Management Reviews (PMR’s) to include both customer and Executive Leadership within CenturyLink.


  • BA/BS in related field or equivalent experience

  • 8+ years of Federal Project Management experience a must

  • 8+ years of Federal Transition and Implementation experience

  • Strong ability to write and respond to large, complex, cabinet-level proposal efforts

  • Working knowledge, with regards to installation/transitioning/implementing Managed Services, Data, Voice, Hosting and Complex Cloud Technologies

  • Understanding of entire CenturyLink Portfolio of service offerings for EIS Contract.

  • Experience managing and tracking project and program financials; an understanding of EVM is a must.

  • Proficient with tracking and managing all program financial data; profit/loss

  • Possesses and demonstrates strong, effective leadership skills.

  • Proven ability to manage large, complex issues, and resolve issues.

  • Demonstrated ability to evaluate risk and execute the appropriate mitigation strategies

  • Ability to build and maintain strong customer relationships

  • Strong understanding of Federal Strategic Government Contract vehicles, Primarily EIS, WITS, NETWORX, and Schedule 70)

  • Proficient working knowledge of MS Project and associated MS Office suites

  • PMP/EVM/ITIL/Six Sigma Certifications highly desirable

  • Strong working knowledge of communications and implementation of Managed Services, Data, Voice, Hosting and Complex Cloud Technologies.

  • The ability to work in a Team Environment is required.

  • Attention to detail, with good organizational capabilities and the ability to commit and meet deadlines.

  • Excellent Time Management skills
