Job Summary

Access Planning at CenturyLink is a forward-looking, proactive business management domain that maintains control and manages intrinsic risk associated with a multi-billion-dollar annual Network Expense (NetEx) liability. The principle goal of the Access Planning team is to maintain an efficient network that enables revenue while maximizing profit margin and cash flow. Access Planning utilizes an array of techniques to deliver on this goal.

The Optimization Operations arm of the Access Planning team executes on strategy provided by the Network Planning and Access Management (NPAM) leadership team to deliver on CenturyLink NetEx, capital and operating expense, and revenue enablement objectives. This scope includes physical and contractual optimization of NetEx monthly reoccurring cost, off-net vendor aggregation facility capacity management, general ledger expense and budget management, market health assessments and management plans, physical optimization of off-net services in support of non-NetEx business drivers, and resolution of capacity and routing constraints to enable revenue.

The Access Planning Lead will be a key member of the Optimization Operations organization. The primary focus of this Access Planning role is development, maintenance, and presentation of the NetEx optimization portfolio, execution of the off-net access vendor aggregation networks management strategy (both TDM and IP), and budget management of off-net access vendor aggregation reoccurring NetEx liability. Another focus of this Lead is development, maintenance, and presentation of market-level NetEx management plans and health assessments. This Lead will mentor and inspire a team of telecommunication off-net access specialists responsible for maintaining near term and long range NetEx optimization opportunity plans, identifying and prioritizing incremental opportunities for the optimization funnel, collaborating with partner teams to deliver on re-term/re-rate NetEx management objectives, and proactively headroom-manage off-net access aggregation networks to support incremental revenue and enable optimization. This Lead will be asked to perform any/all of these actions herself/himself regularly and may be tasked with documenting and/or training on best practices where needed.

The position requires exceptional interpersonal skills, verbal and written communication skills, a high comfort level with dynamically shifting priorities, experience leading telecommunication professionals in the off-net access domain, and a curiosity and willingness to not only solve business problems but identify new business opportunities to drive profit margin and cash flow. This position includes occasional communication and interaction with multiple layers of CenturyLink leadership up to and including the Vice President layer.

  • Develop, deploy, and oversee network cost saving strategies to deliver on monthly and annual performance budgets and targets

  • Direct the transformation of strategic initiatives into circuit-level operational actions

  • Maintain awareness of NPAM strategy and direct the transformation of strategic objectives into market-level management plans and health assessments

  • Partner with Optimization Operations and Customer Optimization peers to refine the optimization opportunity funnel to deliver on topline, in-year financial objectives

  • Partner with leaders in Planning (outside of Access Planning), Operations, and Sales domains to identify business constraints and refine the optimization opportunity funnel

  • Transform the the Optimization Operations embedded NetEx management strategy into actionable opportunity

  • Execute the off-net access aggregation and vendor interconnection management strategy

  • Manage the incremental NetEx budget associated with enabling entrance facilities and network to network interconnection

  • Support the development and maintenance of the optimization capability impact analysis

  • Bachelor’s degree with 4+ years of professional work experience

  • Minimum of 8 years of work experience in the telecommunications domain

  • Demonstrated capacity to focus and deliver on objectives in a dynamic, multi-faceted, fast-paced environment

  • Prior experience developing and evaluating complex network performance criteria and measurement methods through statistical evaluation

  • Exceptional ability to work effectively in groups with disparate priorities and operational targets

  • Demonstrated ability to influence and collaborate across organizational boundaries

  • Excellent interpersonal, verbal and written communication skills

  • Demonstrated capacity planning experience across complex telecommunication networks

  • Comprehensive command of telecommunication circuit mediums, enabling equipment infrastructure, and access cost structures

  • Proficiency evangelizing complex strategies in layperson’s terms

  • Data analysis skills with a working-level proficiency in writing queries including “JOIN” and “UNION” commands to correlate data from disparate data sources

  • Proven analytical skill and business acumen

  • Above average Microsoft Office application skills, specifically in Excel and PowerPoint

  • Team player with a passion for service


  • Bachelor’s degree fields of study including Engineering, Computer Science, Data Science, Economics, Finance, or Accounting

  • Master’s degree in Engineering or Business Administration or equivalent

  • Project Management Institute (PMI) project management certification

  • Lean/Six Sigma belt certification

  • 3+ years of work experience in the off-net access domain either in a Planning, Project Management, or Carrier Relations role

  • Prior experience developing off-net access strategy

  • Demonstrated experience in developing, operating, and optimizing operational processes to deliver on operational and/or financial objectives

  • Prior experience developing strategic business cases to optimize TDM entrance facility and Ethernet NNI aggregation infrastructure at market, LATA, state, and national level

  • Experience in merger & acquisition due diligence in the telecom domain

  • Expertise in modeling and sensitivity analysis of multidimensional buying and/or commitment plans

  • Awareness and prior experience managing the life cycle of an access circuit

  • Command of operational and financial accounting principles

  • Prior experience leading others through change
