Job Summary

The Director–State Regulatory & Legislative Affairs - Iowa will de facto be the Company’s key external interface with all critical relationships in the State Capital in which CenturyLink is headquartered. This position will have overall responsibility to lead the Company’s strategic based agenda related to telecom issues and state regulatory and legislative affairs; developing and maintaining collaborative relationships with state and federal government officials; congressional relationships; developing and maintaining positive relationships with business customers (Enterprise and Government); communicating frequently with the headquarters and with company employees regarding regulatory and legislative related issues in the state. Effectively take advantage of opportunities and mitigate threats.

Provide guidance to the Senior Leadership team on issues involving state regulatory and government matters and serve as the liaison between them and statewide elected/appointed officials. Favorably represent the Company and effectively advocate its positions with key stakeholders and others in the industry - state regulatory commissions, state legislatures, local governmental officials, statewide agencies and business advocacy associations. The Director–State Regulatory and Legislative Affairs in Iowa may also be required to engage in local government affairs, local regulation issues, developing and maintaining relationships with local government officials, and supporting public affairs.

Job Description

  • Establish and maintain relationships with PUC commissioners, state regulators, members of the state legislature, members of the executive branch of the state government (governor, governor’s staff, commissioners, agency heads) and local government officials

  • Establish and maintain relationships with statewide agencies, business advocacy groups, and philanthropic organizations and media outlets

  • Plan, manage, and execute regulatory strategy for regulatory proceedings

  • Plan, manage, and execute legislative initiatives for tax, regulatory, and operational changes in statutes or rules. Responsible for the timely approval of service tariff filings and the timely filing of all regulatory and financial reports (compliance)

  • Determine opportunities and ability to influence future regulation and legislative issues

  • Interpret key regulatory requirements and legislative issues and determine the impact on operations and long-term strategy

  • Establish and maintain relationships with members of Congress and their staffs in coordination with, and in support of, the Federal Legislative Affairs team and the Company headquarters

  • Utilize relationships developed with state and local government leaders to support government sales efforts on state and local government accounts (including schools and colleges)

  • Keep current and compliant on all corporate policies, rules, regulations, and laws affecting the Company and managing advocacy related thereto

  • Work closely with other Company business units including network, finance, legal, corporate communications, and others on a wide range of state and local issues of interest to the Company


Minimum Qualification:

  • Bachelor’s degree in a relevant field or the equivalent in relevant training or experience

  • Minimum 5 -10 years of experience in a state regulatory, legislative or public affairs environment. Experience in Public Relations, Media Relations or similar field

Preferred Qualifications:

  • Master’s degree in a relevant field

  • 10 to 15 years of experience in a state regulatory or legislative affairs environment
