As an integral member of the Tier II Operations & Implementations (O&I) group, the IT System Eng II (Provisioner) is a challenging position responsible for implementing and managing a nationwide fiber optic telecommunication system include OTN/DWDM Optical Transport backbone and IP solutions. It includes network support for two (2) geographically separated Network Operation Centers (NOC). They work closely with Tier III Engineers to implement system requirements that provide connectivity for TDM (DS-1, DS-3), SONET (OC-12/48/192), and Ethernet services. The position serves as primary network implementer and SME on Transport related task: provide technical guidance and mentorship to Operations Technician and reports to the Engineer Manager of the Tier II O&I group. The Provisioner is primary resource for systemic issue escalated to the O&I that impact network operations. The position interacts with equipment vendors to identify and develop solution to systemic problems.
The network is expected to sustain continual growth to include additional sites and customers across the life of the program and the position responsibilities will expand as new customers are added to the network.
Primarily responsible for turn-up and testing (TTU) activities for DWDM, OTN, SONET, routing, switching, network-management, and other networking equipment
Coordinate support for new system/circuit activations or deactivations as driven by customer requirements
During the evolution of new services and network implementation, the Provisioner is responsible for creating and developing Circuit Layout Records (CLR), network diagrams, and SOPs
Interface with Tier III Engineer and Configuration Manager on design documentation:
Review and update network as-built, Engineering Development Plans (EDP) and configuration management drawings using Visio or other software based applications
Conduct network interoperability testing and evaluate proof of concept and develop Method of Procedures (MOP) used to install network solutions
Provide input in preparing Link activation documents for customer approval
Support the preparation of outside plant/inside plant proposals that satisfy documented customer technical requirements
Provide technical guidance and direction to junior technicians.
Support afterhours/on-call as required
This position requires a Top Secret/SCI clearance
Technology field and three (3) year experience required or seven years applicable work experience
Experience with Ciena Optical Packet Switching (OPS) equipment or equivalent Optical and software is required
JNCIA or CCNA certification desired. Bachelor’s degree in IT Information
Requires an active Top Secret/SCI clearance.
Long haul optical equipment certifications and training are highly desired.
Qualified individual is able to keep up with the high demand of the position.
Firm knowledge of SONET, DWDM, and IP is required
Bachelors or Equivalent in Information Systems or Electrical Engineering
