Job Summary

The Lead Developer role reports to the System Engineer Manager supporting multiple 24x7x365 geographically separated Network Operations Center (NOC). Our unique operational environment requires a solutions-base thinker with a passion for solving the complex system, database, and reporting issues. The ideal candidate is a tinkerer at heart with a let’s fix-it approach using creative programming to solve everyday issues. He or she takes joy in seeing activities done faster-easier-better. The role is best served with an individual who has an in-depth understanding of the Network Operations Center (NOC) environment, system development, programming, and database interoperability. The Developer will lead the charge to create tools to automate network operations activities and reporting. He or she will collaborate with internal and external customers, identify requirements, outline a solution pathway, write the RFC, develop the solution, get approval and assist in implementing the solution that answers the requirement. The goal of the Lead Developer is to streamline operations activities by identifying gaps and devise tools or solutions that bring value to the group while saving time and money.

Job Description

  • The candidate will engineer program solutions that integrate with existing systems and/or modify existing systems to provide reports

  • Design and develop new systems with an emphasis on minimized maintenance requirements, as well as enhance existing systems

  • Responsible for scoping, requirements, development, testing, and deployment

  • Understand operational needs and modify existing software to better address customer requirement

  • Pull information from existing backend databases and create reports

  • Understand and build solutions that directly support program SLA

  • Write documentation and standard operating procedures

  • Testing and modifying systems to ensure that they operate reliably

  • Fault finding, diagnosing and fixing bugs

  • Proactively learn and utilize new technologies, concepts, and procedures as appropriate to project/program requirements

  • Assist with the analysis of total system performance and tune software and hardware parameters as necessary to enable software development processes to evolve through program applications development/enhancements

  • Develop the total systems architectural perspective that includes a technical understanding of relationships, dependencies, and requirements of hardware and software components necessary to enable software development processes to evolve through program/customer-specific applications development/enhancements

  • Develop methods and procedures to ensure systems and applications are protected

  • Work to ensure application functionality while maximizing system throughput through consideration of program syntax, structure, and compilation in conjunction with hardware architectural and implementation details

  • Accuracy and attention to detail

  • Flexible or non-standard work and on-call hours required

  • Excellent organizational and time management skills

  • Perform system analysis, user experience design, software development, reporting, and related support

  • Estimated 15% of time is travel; however, the amount of travel is dependent on the current mission requirement and operations environment


  • Top Secret/SCI clearance mandatory

  • Certification: SQL database and reporting

  • Required programming languages (not exhaustive): C#, SQL, MSAccess, SQL Server Reporting Services

  • Other desired skills: relational databases, .NET, Oracle, XML, HTML5, Java, Data Modeling

  • DoD 8570 IAT Level II certification or above required

  • Bachelor’s degree in Computer Science or eight years’ experiences applicable work experience in writing and executing applicable program language
